Overview

Up to $35B total loan authority, of which $7B is reserved for projects benefiting non-Class I freight railroads. Direct loans up to 100% of project cost, terms up to 35 years, interest at the government's cost of borrowing. Chronically underused: per CRS report R44028, only 37 loans totaling $5.4B made since 2000, just 4 since 2012. RRIF Express pilot targets small freight railroads. Not deadline-driven — rolling/anytime application, no cycle entered.
